| Contestant must be a Deaf/Hard of Hearing female whose age shall not be less than seventeen (17) nor more than twenty-seven (27) years old by July 1, 2009.

| Contestant must have already graduated from high school prior to the national pageant in 2010.
|
| Contestant must be single, never been married nor had a marriage annulled, and have never given birth to a child.
|
|
Judging will be based on the following:
